Thin Client Upgrade Can't Delete DLL

I'm upgrading my servers to 6.0.19 and relying on the thin clients to upgrade themselves. However, the TC upgrade fails as it can't delete bin\im31bmp.dll, access denied. I suspect it's open somewhere, but as the only Jade process running is the upgrade itself I'm led to believe that the Jade TC upgrade process is of a shoot-self-in-foot disposition.

Any suggestions? I can upgrade our in-house clients manually but our external clients are about 600 miles apart ... It might be worth mentioning that the clients are actually those used by my developers, and are thus Development installations.

I lied. I'd had the development environment open for several days without using it and forgotten it was there.
